Not every accident where someone gets hurt is the fault of a private individual. Poorly maintained roads, negligent driving of government busses and trains, and other similar circumstances can all result in you getting hurt because the government screwed up.

Unfortunately for injured people, most states, including Pennsylvania, maintain Sovereign Immunity, a legal doctrine which means that they cannot be sued except for small, specific carve-outs where they say so. Getting compensation from a governmental office, public university, or a government employee after they have injured you is therefore a delicate process of following all the rules that the government laid down to fit your lawsuit into their approved exceptions. These requirements tend to have tight time windows and picky procedural requirements.
